The primary mission of the VISN 17 Center of Excellence (COE) is to (1) develop, implement, and disseminate research into the causes of PTSD and its effects on combat veterans and others; and (2) provide education for health care specialists and administrators around improved methods of diagnosing and treating individuals with PTSD, especially veterans.

Responsibilities

Incumbent will interview each subject to determine if the subject has a contraindication for MRI. Incumbent advises the research staff of examinations' progress. Provides notification of significant scans requiring immediate attention and visualization while participants are undergoing examinations. Facilitates software and hardware upgrades, services and repairs. Notifies support staff of abnormal system functions or cryogen levels. Performs test of quality controls as required, including daily phantom and normalization bar scanning to measure the efficiency of the scanner detectors, apertures and localization gradients to establish, perform and maintain quality assurance program of the MRI and associated research instruments. . Performs technical operation and general technical maintenance of the computer, disk drives, console,imaging devices, etc. The incumbent monitors quality control for MRIs, as well as, monitors quality control for contract MRI staff. Maintains operations log, maintenance and service reports. Maintains files, computer data, and technical parameters of each examination. Assists investigators, physicians and other staff in the development and execution of research protocols and maintaining the records as necessary to validate the research project or other procedure. Incumbent coordinates and/or serves on special and ad-hoc projects, task force, and/or working groups. Incumbent is expected to have administrative and technical responsibility for MRI work in connection with the assigned area and to perform various duties concerned with operations and training. Incumbent is responsible for assisting in the preparation and submission through appropriate channels, of reports in connection with the operation, existence, or usage of the MRI equipment, including recurring and special called requests for information. Incumbent provides consultation to the COE Director, senior researchers and/or staff within the VHA on issues relevant to the planning and implementation of research performed with the usage of MRI equipment. Provides technical support and advice to other entities upon request. Incumbent is responsible for maintaining the MRI system, equipment, security, and all related components in accordance with protocol and guidelines. May provide administrative or clinical support work in the administration of MRI testing.

Qualifications

**Basic Requirements:

  • United States Citizenship:**Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

a. Citizenship.Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with chapter 3, section A, paragraph 3g)

b. Certification.All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R). Advanced ARRT certification is required for Computed Tomography (CT) and Magnetic Resonance Imaging (MRI). Advanced certification indicates that the technologist has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination.

c. Education. Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate's degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from schools accredited by the ARRT and certification by the ARRT in radiology.

(1) Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation, and is accredited by an organization recognized by the Department of Education, and be certified as radiographers in their field.

(2) Exception for Non-Certified, Entry Level Candidates. Non certified DRTs who otherwise meet the eligibility requirements for ARRT (R) certification may be given a temporary appointment as a graduate DRT under the authority of 38 U.S.C. § 7405(c)(2) (B). The appointing official may waive the requirement of certification for a period not to exceed 2 years for a DRT that provides care under the supervision of a certified DRT at or above the full performance level. This exception only applies at the GS-5 entry level. For grade levels above the entry level, the candidate must be certified. Temporary appointments of noncertified DRTs may not be extended beyond 2 years, or converted to a new temporary appointment.

(3) Loss of Credential.An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment.

- Magnetic Resonance Imaging (MR).This specialty modality requires additional knowledge of super conducting magnets, the physics of superconducting magnets, and how they relate to the human anatomy in medical imaging. The technologist must be educated in the safety factors governing a magnetic environment that patients, visitors, and equipment enter into. The practitioner must have specific specialized knowledge of cross sectional anatomy and how it relates to the soft tissues and vessels of the human body. The technologist must also have specialized knowledge in the radio-frequency surface coils required for each specific anatomical area to be imaged. The technologist requires knowledge of image acquisition in Computerized Radiography (CR) and Picture Archiving and Communication Systems (PACS). This subspecialty requires advanced ARRT certification.

Due to the nature of the MRI modalities, the incumbent will perform independently in his/her duties. In an administrative capacity, incumbent organizationally reports to the COE Director through the Neuroimaging Core Leader and functions in a minimally supervised capacity.

Advanced DRT. Employees at this level are fully functional as an advanced DRT and are able to carry out their assigned tasks independently. DRTs at this level may have varying assignments including special and complex radiographic procedures. Regardless of the nature of the specific assignment, the work must be of sufficient scope and complexity to meet the knowledge, skills, and abilities to perform at this level. The candidate must demonstrate the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):

*a. Ability to balance the needs of patients and staff while still performing complex scans and procedures; b. Skill to demonstrate appropriate techniques to gather relevant information from the medical record, significant others, and health care providers; *c. Ability to assess factors that may contraindicate the procedure; d. Knowledge of basic first aid and basic life support practices related to radiography; e. Knowledge of physical assessment, aseptic techniques, intravenous methods and techniques and universal precautions; and f. Knowledge of pre-procedural, procedural, and post-procedural care of patients.

Physical Requirements:The work may involve physical effort wherein mobility is required in the transportation of MRI equipment. Work requires long periods of eye strain as a result of prolonged image monitoring. Positioning of participants who are disabled or with limited mobility requires considerable effort and working in awkward positions. Heavy lifting of totally incapacitated participants is accomplished with the assistance of other staff. Incumbent must demonstrate a strong professional awareness and a physical ability to maintain an immediate responsiveness throughout the assigned tour of duty to assure that duties are fulfilled in an expeditious and productive manner.
