Chevron Phillips is currently seeking an Electrical Specialist to join the Ras Laffan Petrochemical Project (RLPP). The Electrical Specialist is responsible for supporting the RLPP team in the development of the technical design as an integral part of the project team within the ethylene, polyethylene, and OSBL areas. Actions must be consistent with the project economics and support the project execution plan. This position will actively participate in the Process Design Package, Front End Engineering Design (FEED), Detail Design, and Procurement and support the project team during Construction and Startup phases of the project. Additionally, this role will report to the RLPP Lead Project Engineer or Engineering Manager
The work locations of this role presents an excellent and unique opportunity in that the successful candidate will work in a variety of domestic and international locations over the next several years.
The RLPP project includes the engineering/design, construction and commissioning of a multi-billion dollar petrochemicals complex in Ras Laffan, Qatar to produce ethylene and high-density polyethylene (HDPE). The facility will be developed and constructed in Ras Laffan Industrial City and is expected to have a ethane cracker and two high-density polyethylene derivative units.
Key Job Responsibilities:
Focuses on electrical equipment but may assist other areas of the project as required.
Ensures appropriate design basis and scope of work for the project
Develops, deploys and maintains electrical equipment specifications, best practices, and operational practices and procedures for use
Assists in coordination and development of project specifications
Assists in coordination of technical studies and Value Improving Practices (VIPs)
Ensures technical competency of designs per all required codes and standards thru team reviews, approvals, and assurances (P&ID's, C&E Diagrams, Plot Plans, electrical cable-routing plans, motor selection, substation layouts and tie-ins to utility provider power sources)
Assists in the development load lists and electrical one-lines
Participates in HAZOP/LOPA Studies and work with the team to close out the recommendations
Monitors engineering contractor performance against the project’s execution plan, specifically design, procurement, constructability and material management objectives
Responds to contractor technical questions related to interpretation of “owner requirements,” design philosophy, system sketches and others
Coordinates with subject matter experts to ensure incorporation of site requirements
Coordinates operations and maintenance input into the design and engineering
Interfaces between project and CPChem and CVX/P66 subject matter experts on technical issues
Assists in technical bid reviews
Supports project team in development and management of CPDEP deliverables such as Project Execution Plan
Contributes to the log of "Lessons Learned" during the project
Supports completion of necessary project assurances (peer review, IPA review, etc.)
Reviews and/or develops recommended spare parts for all electrical equipment
Assists and engages in prequalification of contractors as well as technical bid evaluation
Monitors the Contractor's work to ensure that project electrical specifications and contractual requirements and are satisfied
Coordinates resolution of technical issues between Contractor and Company construction personnel
Monitors the progress of the substation/MCC supplier, including witnessing and Acceptance of large motor and equipment tests
Attends (or assigns responsibility party) for package system or other specialty systems during FAT's
Performs inspection and review of the facility during construction to confirm compliance with Project and Contractor specifications including managing punch list and tracking closure for final acceptance from construction contractor for electrical installations
Provides direction in preparation and review of as-built drawings, vendor documentation, and data books. Responsible for review and acceptance of final documentation
Coordinates final check out and testing of the electrical systems in preparation for commissioning
Assists with the development and execution of Operational Readiness action items required for maintenance and reliability of the new facilities
Provides pertinent equipment information for the development of Standard Maintenance Procedures (SMP’s) and assist with training on these procedures
Reviews and approves information on equipment for entry into SAP (ex: Functional Locations, Equipment List, Material Numbers and Bill of Material (BOM’s)
Assists with the development of task and work lists for Preventive Maintenance (PM’s) work orders and input into SAP
Coordinates with the maintenance specialist and planners in the development of a list of plant spare parts and parts turnover process after Plant Mechanical Completion (PMC)
Ensures installed electrical equipment from construction to turnover to plant is preserved, can be maintained and functions properly
Assists in closing warranty issues and technical disputes with the engineering consultant and/or construction contractor
A minimum of 10 years' experience in a chemical manufacturing environment.
Commitment and flexibility to work at project locations.
Knowledge of electrical Industry standards.
A minimum education of High School diploma or GED.
Strong commitment to personnel and process safety.
Excellent computer skills in PowerPoint, Word, Excel, and Outlook.
Excellent verbal and written communication skills.
Excellent time management to keep project on schedule.
Possesses positive attitude with developed interpersonal skills to resolve issues and challenges.
Bachelor’s Degree in Electrical Engineering.
Mega Project experience.
Previous project experience with electrical equipment including design/factory interface. and acceptance/installation, commissioning, training and start-up.
Experience in Electrical Modeling software such as ETAP, SKM.
Experience in Olefin and/or Polyolefin Unit operation.
PDP phase, the initial work location will be at the Engineering Contractor office in the West Houston area for the first 9-12 months with occasional travel to Qatar.
FEED and Detail Design phase, the work location will be at the engineering contractor’s officer (location to be determined but may be domestic or international).
Execution phase, the work location will be in Qatar.
Work locations are subject to change based on business need and requires flexibility during the 5-6-year scope of the project.
