Serves as supervisor in a designated area of the laboratory with the primary responsibility for providing direction to testing and non-testing personnel, such as medical technologists, medical technicians, aides, and healthcare technicians in specimen collection, specimen processing and accessioning, and quality control activities of the section. Performs the full range of supervisory duties for one or more sections of the laboratory, including responsibility for assignment of work performed, performance evaluations, recommendations for appointment, awards, advancement, and when appropriate, disciplinary actions, identification of continuing education and training needs. Assures compliance with agency and regulatory requirements, establishes and monitors the quality of pre-analytical processes as part of the overall laboratory quality management program, and assures corrective action is initiated as needed.
Duties/Tasks 1. Plans and schedules on-going work. Adjusts staffing levels or work procedures. 2. Chooses methods for achieving work goals, objectives, and management strategies. 3. Day-to-day supervision of highly complex test performance. 4. Responsible for monitoring test analysis and specimen examinations to ensure acceptable levels of performance. 5. Assures corrective action is initiated when test performance deviates from established performance specifications. 6. Assures orientation, training, and competence assessment of staff. 7. Implements and monitors quality management activities. 8. Performs the full range of supervisory duties. Recommends appointment, plans and assigns work, gives advice and counsel, and evaluates work of subordinates.

Education and/or Experience Combination: (1) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). (Transcript Required). AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. (Must be listed on Resume). OR, (2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, (Transcript Required) AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. (Must be listed on Resume). OR, (3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, (Transcript Required) AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Grade Requirement (GS11):
Experience.Must have 1 year of creditable experience equivalent to the full performance level (GS-9), which is directly related to the position to be filled. (Must be listed on Resume). OR, Education. Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field. Certification.Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. (Copy of Certification Required).

Skill in interpersonal relations and conflict resolution to deal with employees, team leaders, and managers. 4. Ability to perform the full range of supervisory duties and skill in supervising a group of individuals. 5. Ability to plan, organize, set priorities, work as a team member, and effectively complete assignments. 6. Knowledge of specimen requirements for tests performed in-house and referred to reference laboratories. 7. Ability to set short and/or long term goals for the section and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, new technology, etc.
