Administrative Office of the U.S. Courts Information Technology Specialist (System Analyst) in San Antonio, Texas

Summary This position is located in the Department of Technology Services (DTS), Systems Development and Support Office (SDSO), Software Infrastructure Division (SID), PACER Development Branch (PDB) in San Antonio, Texas. The PACER Development Branch is responsible for developing, enhancing, and operating components of the PACER system and the PACER Service Center (PSC) website. The team provides tier-3 support for certain PACER related service desk issues. Responsibilities This position will be responsible for development and maintenance to support the PSC Website, Account Maintenance System, and the public access and billing components of the CM/ECF and CM/ECF Next Generation applications. The focus will be on secure programming to ensure the program continues with its PCI Compliance. The requirement is for full-time assistance of a senior-level programmer experienced in the development of enterprise-class web applications using Perl, Java, JSF, HTML, CSS and JavaScript. Work performed must conform to existing project standards, such as the use of library code and technical documentation. The incumbent of this position will report directly to the PACER Development Branch Chief. Duties may include, but are not limited to, the following: Participating in all aspects of the software development lifecycle including requirements gathering, design, analysis, development, testing, support, and maintenance. Developing and maintaining software systems using System C, Java, JSF, PrimeFaces, Perl, and Linux shell. Developing and maintaining secure web services utilizing standards such as SOAP, REST, WSDL, XSD, XML and/or JSON. Independently and collaboratively designing and creating efficient software solutions. Ensuring all systems are developed for the appropriate level of availability (e.g., replication, disaster recovery, load balanced, etc.). Developing, operating, and maintaining systems that comply with financial and IT audit standards. Developing and maintaining unit tests for new and existing software components. Assisting in the creation of use cases and test cases. Participating in an Agile work environment including planning, retrospectives, demos, and stand-ups. Reviewing, validating, and preparing functional requirements/design/system description documentation packages. Reviewing documentation and modification requests. All new AO employees must identify a financial institution for direct deposit of pay before appointment. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Relocation expenses may be provided, but only if authorized by the Director of the AO. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience working in software development projects and managing or leading teams composed of technical staff.
