USAA Executive Enterprise Program Management Officer (EPMO) in San Antonio, Texas

Purpose of Job

The VP, Enterprise Program Management Officer (EPMO) is accountable for establishing USAA’s Enterprise Program Management Office to ensure efficient and effective program delivery across the Enterprise. This individual oversees teams of program/project management, finance, and change management professionals that govern portfolios across the Enterprise and who are focused on the selection, prioritization, and control of the Enterprise’s cross-functional programs and projects. The VP, EMPO partners with senior leaders and business unit PMOs to evaluate initiatives for viability, alignment to strategy, and integration, while balancing trade-offs, assessing change management impact, and ensuring optimal ROI. The VP, EPMO is responsible for establishing system-of-record tools for tracking, monitoring, and reporting on the performance management of initiatives and portfolios. This individual also oversees the Enterprise Initiative Change Management function responsible for governing the capturing and weighting of proposed work against current initiatives and business as usual activities.

Job Requirements

Tasks:

  • Identifies and manages existing and emerging risks that stem from business activities and the job role.

  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled.

  • Follows written risk and compliance policies and activities for business activities.

  • Collaborates with and influences senior leaders across the Enterprise to prioritize and direct the Enterprise project portfolio. Partners with business unit PMOs to ensure projects are resourced appropriately, coordinated, and sequenced, and that change management activities are aligned with work.

  • Responsible for ensuring all Enterprise work is prioritized in alignment with USAA’s strategy and current business objectives in collaboration with various business unit PMOs. Defines and governs the Program Management role to include identifying skills, experience, training, and development of talent to ensure uniformity of talent at all levels.

  • Creates and leverages an investment case methodology to assess ROI and gains commitment from key stakeholders. Communicates progress to senior leaders and other key stakeholders on benefit commitments in concert with Finance.

  • Establishes standardized demand management practices and procedures for business unit PMOs across the Enterprise.

  • Responsible for the on-going assessment of the Enterprise program/project portfolio, to include cost, benefits, risks, and strategic alignment. Communicates updates to executive leaders, provides decisional support to business leaders, and reviews all investments and benefits.

  • Oversees successful delivery of all Enterprise projects within the portfolio by leveraging project management fundamentals, including work planning, budgeting, scope containment as well as issue and risk mitigation.

  • Responsible for the system of record for all portfolio, program, and project data. Ensures key functionality and user requirements are maintained. Responsible for regular reporting on volume, performance, status, and health of portfolio.

  • Builds and oversees the EPMO team through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities.

Minimum Education:

Bachelor's Degree

4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree.

Minimum Experience:

  • 10 years of leadership experience running program offices that leverage multiple disciplines of project management methodologies, including Agile and Waterfall. Experience should include the integration of the traditional program management/portfolio management leadership approach and/or consulting for large strategic efforts.

  • 8 years of experience leading across complex organizational lines in a matrix structure.

  • 5 years of experience in financial services.

  • Experience establishing, implementing, and maintaining a PMO Charter for a large, complex organization.

  • Experience establishing a program/project governance framework at an enterprise level.

  • Executive-level understanding and experience with strategic-level change management.

  • Executive-level experience communicating complex issues with C-suite level executives, Board of Directors, and regulatory agencies.

  • Expert understanding of project management principles.

  • Expert in the full life cycle experience managing strategic and operational programs.

  • Expert in resource planning, allocation, and reporting.

Preferred Requirements:

  • Agile certified

  • SAFe certified

  • PMP certified

  • Banking industry experience

  • Risk Management experience
