HARRIS COUNTY Deputy Policy Director in Houston, Texas

Position Description ABOUT THE HARRIS COUNTY JUDGE The County Judge is Harris County’s chief executive and presiding officer of Commissioner’s Court, the County’s governing body. The County Judge and the four County Commissioners oversee a budget of more than $4 billion that funds key services, including justice administration, flood control, public health, and housing. Harris County is the third-largest and the most diverse county in the nation, with a population of greater than 4.5 million people, 45 percent of whom speak a first language other than English. JOB PURPOSE As a member of the County Judge’s policy team, the Deputy Policy Director will work with the Policy Director, Senior Policy Advisors, and other staff members to develop and implement the County Judge’s policy agenda, liaise with experts from across the country in the issue areas of importance to the office, and use evidence and research to inform the direction of the Judge’s actions and advocacy. The Deputy Policy Director will support Senior Policy Advisors, who are responsible for leading discrete policy initiatives and projects from ideation to fruition on various issues such as flood control, climate resilience, criminal justice reform, mental health, affordable housing, and early childhood development. ESSENTIAL DUTIES AND RESPONSIBILITIES * Works with Judge Hidalgo, Chief of Staff, Policy Director, and other members of the policy team to define short- and long-term policy priorities for the office * Finalizes and often present policy memos and other documents for the County Judge to keep her informed of activities and initiatives and support her decision-making process * Supports the Senior Policy Advisors’ efforts to develop positions, proposals, strategies, and policy details and drive initiatives from ideation to implementation * Serves as the lead policy-team staff member on certain policy issues or areas, as needed, under the direction of the Policy Director and/or Chief of Staff * Co-manages Policy Analysts and Fellows who provide research and analytical support for various policy initiatives and priorities * Advises Judge Hidalgo on departmental and precinct-level requests that come before Commissioners Court, including bi-monthly agenda items and semi-annual operating budget and Capital Improvement Plan proposals * Works with the policy team to develop Judge Hidalgo’s positions on pressing policy and legislative matters * Works with the communications team and community outreach staff to inform and engage the public on policy positions and initiatives * Oversees the implementation of key county-wide initiatives and programs by working with precinct leadership and staff, department directors, and department staff * Performs other duties as assigned Harris County is an Equal Opportunity Employer https://hrrm.harriscountytx.gov/Pages/EqualEmploymentOpportunityPlan.aspx If you need special services or accommodations, please call (713) 274-5445 or email ADACoordinator@bmd.hctx.net Requirements * Undergraduate degree * Minimum 5 years of experience in relevant positions with increasing responsibility ADDITIONAL REQUIRMENTS: * Ability to translate complex concepts into plain oral or written language, and a distinctly excellent ability to write, edit, and organize policy documents and other information very clearly * Relevant experience in one or more of the following areas: health and/or mental health policy, housing policy, resilience, urban planning, criminal justice policy, education policy, environmental policy, or public budgeting * Proven ability to meet multiple deadlines and balance numerous projects in a fast-paced and changing environment * Ability to develop and drive new initiatives, work cross-departmentally, work within multidisciplinary teams, oversee projects to completion, and measure results * Must demonstrate a strong sense of urgency and initiative and be highly organized and with the ability to achieve systematic delivery under tight deadlines * Extremely proficient in project management, including keeping tasks and projects organized and managing team members to ensure that work is completed seamlessly and at a consistent level of quality * Proven ability to effectively manage time, prioritize, and meet deadlines * Ability to work effectively with a team as well as autonomously with accountability * Facilitate and oftentimes lead clear and frequent communication with the policy team to ensure up-to-date information is available to colleagues and maintain morale throughout the team * Proactive, innovative, and creative in developing solutions and completing assignments * Must be thoughtful and possess good judgment in managing various relationships and responsibilities * Ability to develop successful working relationships with governments at every level throughout Harris County, Texas, and the United States * Should have a sense of humor and agility to adapt to and lead through change * Cover Letter and Resume must be attached to the application at the time of submittal General Information HOURS: * Monday thru Friday * 8:00 a.m. to 5:00 p.m. * Ability to work outside of normal business hours SALARY: * Will be discussed during departmental interviews * Based on 26 Pay Periods TO APPLY: Please send your cover letter and resume to CJO.Policy@cjo.hctx.net.
