Summary The Clinical Executive, Community Based Outpatient Clinics (CBOCs) will direct all clinical and administrative activities to include fiscal management, personnel management, strategic planning, program management and evaluation, assuring that clinical and administrative functions are integrated to provide optimum utilization of resources. Participates in top management discussions, decisions, policy-making, and provides program direction to other executives, managers, and assigned personnel. Responsibilities The Clinical Executive, CBOCs position shall serve as a key member of the Medical Center's top management staff, actively participating in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to the Veteran population. Major duties include but are not limited to: -Directing the planning and operations of the CBOCs to develop long and short strategies designed to achieve established goals of a large, diverse Care Line. -Formulates policies and operating procedures, taking into account the impact of regional, national and private-sector developments and making change recommendations accordingly. Evaluates effectiveness of existing programs. -Provides interim clinical care care coverage as needed to cover unexpected absences and emergencies using face to face contact or telehealth modalities. Serves as the interim Clinic Director for Outpatient Clinics. -Coordinates use of all resources available for patient care, conducting and directing special studies and analyses of complex problems relating to manpower requirements, space, equipment utilization, and organizational alignment. -Responsible for the formulation, execution and fiscal management of the budgetary plan for all CBOCs. Evaluates budgetary impact, prepares budget requests accordingly and establishes priorities accordingly, to include identifying the need for and recommendations for major equipment acquisition and replacement cost effectiveness. -Plans and directs the administrative and technical aspects of personnel management, assuring effective personnel utilization throughout the CBOCs. Supervises approximately 15 employees (Clinic Directors, Administrator, Secretary) to include evaluating performance, developing internal policies, managing quality assurance, investigations, and ensuring compliance with all applicable accrediting organizational standards. Work Schedule: Monday - Friday, 8am to 4:30pm or other standards business hours; Operational need may dictate extended hours, weekends or irregular work hours. Financial Discloser Report: Not required Requirements Conditions of Employment Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Proficiency in spoken and written English. Physical requirements outlined below. Preferred Experience: Board Certified or Board Eligible in Family Medicine or Internal Medicine; Three years supervisory/management experience; Strong public speaking and presentation skills highly valued. Physical Requirements: The Physical Requirements of this position are concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and may include requisite laboratory and other screening as required by Federal regulatory agencies. Physician applicants must have the mental and physical ability to perform core privileges required by the specialty position in addition to any specialty privileges requested. Position requires walking, bending, stooping, and some lifting in the direct care of patients. There may also be extended periods of sitting. Work requires daily trips from employee's work-area to other areas throughout the clinic or occasional trips to the medical center.
