The City of Houston's Department of Housing and Community Development (HCDD) works to create safe, stable, and complete communities by funding projects related to affordable homes, public facilities, economic development, public services and infrastructure. Partnering with non-profit, governmental, and local entities, HCDD seeks to strengthen Houston's neighborhoods, provide true housing choice and execute the Mayor's vision for One Houston with complete communities throughout.

To achieve this vision, HCDD is seeking an Administrative Coordinator to join its team. In this position, you will be responsible for coordinating all aspects of the daily operation and enforcement of the Labor Standards/Davis Bacon Section. Manage Contract Compliance activities and supervise the staff to ensure compliance with the Municipal, State, and Federal requirements. Evaluate employee's Performances; perform administrative duties in the implementation of various policies and procedures regarding the review and investigation of the contract requirements according to regulations established by Municipal, State and Federal codes. Review Contract documents/contractor's submittals routinely and resolve contractual issues if any. Conduct Pre-bid/Construction conferences, monitor the enforcement of the Labor Standards Provisions (Davis Bacon Act), Worker Protection Plan and OSHA as they are stipulated in the Departmental construction contracts and respond to management inquires. Conduct site visit, desk and field audits, and prepare summary of findings. Compile and maintain reports. Represent the Division Manager at various meetings as instructed. Participate in special projects, make recommendations, edits, and revise/proof correspondences prepared by staff member(s). Provide technical assistance to the recipient of the federal funds/contractors by coordinating workshops, webinars, and other method of communication per the division head instruction.

Key Responsibilities

  • Researches, analyzes, interprets and implements rules, regulations, policies, and procedures in day to day operations.

  • Oversees the on-site interviews with City's client, contractors, vendors, service suppliers, and Laborers/ Mechanics (i.e.- Construction workers) to ensure compliance with Labor Standard Provisions/ Davis Bacon and Related Acts at various construction phases (i.e. grading, form setting, framing, rough-in etc.)

  • Oversees and audits certified payrolls to ensure payment of prevailing wage rates.

  • Oversees and conducts pre-bid and pre- construction conferences to discuss the Labor Standard provisions requirements and inform recipient/sub-recipient, contractors about municipal, state, and federal regulations involved in construction projects.

  • Oversees the administration of duties in reviewing and investigating compliance with specific sections of contractual agreements according to regulations established by municipal, state and federal codes.

  • Oversees the compiling of data and performance of regular and periodic reports for management, HUD, GLO, City's Auditors, and other local government entities.

  • Oversees the compiling of data and preparation of monthly compliance status reports for each project under construction.

  • Oversees the investigation of employee complaints, findings, and recommendations.

  • Oversees the technical assistance to recipient of federal funds, contractors, clients, and internal department staff regarding the Davis Bacon/ Labor Standards Provisions.

  • Oversees the communication, follows up, and meetings with project owners/developers, prime contractors, and program area project managers regarding non- compliance issues and recommendations to resolve.

  • Oversees the monitoring and enforcement of the newly adopted proposal of the City's minimum wage increase for all construction workers.

  • Oversees the Monitoring and enforcement of OSHA-10 and OSHA-30 requirements for various contracts and subcontracts.

  • Oversees the monitoring and enforcement of the Workman's Compensation Insurance.

  • Performs other duties as assigned.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.


This position is physically comfortable. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.



Requires a Bachelor's degree in Business Administration, Liberal Arts, or a related field.


Five years of administrative experience is required.

Professional administrative experience may be substituted for the education requirement above, on a year-for-year basis.


Valid driver's license in compliance with the City of Houston's policy on driving.


  • Excellent communication skills

  • Ability to use Microsoft Office Software (Word, Excel, Outlook and Access)

  • Bilingual (Spanish) is strongly preferred
