This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Brooke Army Medical Center, Department of Medicine at Fort Sam Houston, Texas.
Provide health care management support through research, analysis, evaluation, advisory, consultation, and coordination of health care delivery services, systems and operations.
Evaluate complex issues relative to the management of health care delivery systems, and recommends in compliance with DHA policies and procedures as needed to support clinic and department mission.
Analyze clinical practice (using monthly Review and Information from DHCO and other tools) to ensure compliance with Command policies and operating procedures.
Review fiscal resource need, recommends redistribution of funds and human capital to meet mission requirements.
Assess the efficiency of operations for a variety of programs, to include mission accomplishment, quality and quantity of standards, procedures, and compliance.

Specialized Experience: One year of specialized experience which includes performing management analyses for health care delivery services; developing and implementing business processes; experience with civilian personnel issues, procurement planning, resource management, and organizational efficiency. Experience preparing reports, inputting and reviewing data; experience compiling data from various sources; assisting in preparing annual budget by coordinating with various departments in the organization; experience developing a tracking system to analyze the progress toward established benchmarks, assist in training by scheduling and preparing training materials; ordering supplies; analyzing workload statistics; coordinating the award process; establish internal controls for administrative procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: .
hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 53 - Medical position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. This position may be scheduled to transfer to the Defense Health Agency (DHA) no later than 30 Sept 2021 in accordance with the provisions of Section 702 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328. The Act directed the DHA to take responsibility for the administration (i.e., authority, direction, and control) of military treatment facilities beginning 1 Oct 18. Employees will become DoD employees upon transfer to the DHA. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
