TechFlow is looking for a Project Manager whose project requirements are to furnish all labor, supervision, management, tools, materials, and equipment for mobilization costs, work plan development, program oversight activities of key personnel for AEC Maintenance and Repair Service in Support of the El Paso and Marfa Texas Border Patrol Sectors under the Comprehensive Tactical Infrastructure Maintenance and Repair Program (CTIMR). This project work addresses the maintenance and repair of the tactical infrastructure along Work Area 3 of the Southwest Border. It may also include improvements incidental to the maintenance and repair of existing tactical infrastructure. Maintenance includes work activities that preserve or sustain the ability of an asset to continue to carry out its intended function or preserve its established level of performance. Repairs include work to restore an existing asset to pre-existing condition and level of performance so that it may be effectively utilized for its designated purpose. Improvements include work that enchases the mission and functional capabilities of an asset through an addition, expansion, or adaptation.

Key Responsibilities:

  • Responsible for ensuring review of all available Government documentation including: current technical inventory data, border area maps, and weather data

  • Develop the required Contractor Work Plan and adjust when necessary

  • Oversee the daily operations of all facility support areas of responsibilities and the timely submission of all contract data requirement deliverables and corporate reporting deliverables.

  • Assign employee to participate in a daily standup meeting with the Government in each Sector to report work execution and planned work

  • Oversee and manage any Government assigned Improvement Activities

  • Plan, prioritize, assign, supervise, and review the work of employees and subcontractors

  • Monitor expenditures and prepare cost estimates and justifications.

  • Integrate Quality Control and Safety/Environmental program, inspections, and corrective actions into day to day operating procedures.

  • Manage Company and subcontractor personnel, equipment, and other resources to satisfy all Government requirements of contract

  • Ensure adequate resources are available and utilized for timely and cost-effective maintenance and repair activities and program management support

  • Ensure timely and accurate data entry into Government web-based work management system and ensure reports are completed and submitted accurately and timely

  • Ensure participation in quarterly meetings with Government

  • Manage contract profit, loss, cash flow and capital investments; timely and accurate payment of wages to employees; payments to vendors/subcontractors; and accurate invoicing and tracking of monetary transactions.

  • Ensure balance between the best interest of company and the needs of the employees.

  • Ensure compliance with Base, Local, State and Federal (including OSHA) safety regulations, including work done (actions taken) by our own company employees, and work done by vendors or subcontractors.

  • Policy development and enforcement ensuring that all internal rules, policies, and company requirements are written to be in accordance with Base, Local, State, and Federal rules, policies, and regulations.

  • Ensure timely requests for Government Furnished Material and proper storage and use

  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work.

Minimum Requirements:

  • U.S. Citizen

  • Five (5) years of construction or similar maintenance experience

  • Five (5) years of budgeting and engineering management or engineering systems

Education Requirements:

  • Baccalaureate degree from an accredited College or University

  • In lieu of degree, nine (9) years of experience may be considered.

  • OR seven (7) with and associates degree

Clearance Requirements:

  • Ability to obtain and retain a U.S. Security Clearance (Secret)

  • Must at a minimum either have or able to obtain a favorable National Agency Check (NAC)

Desired / Preferred Skills:

  • Project Management Professional or Certified Construction Manager

  • Able to understand, speak, read, and write the English language

  • Advanced proficiency with Microsoft Office Suite

  • Advanced oral, written, and presentation skills
