Techflow is looking for a Project Controls Program Analyst to project requirements are to furnish all labor, supervision, management, tools, materials, and equipment for mobilization costs, work plan development, program oversight activities of key personnel for AEC Maintenance and Repair Service in Support of the El Paso and Marfa Texas Border Patrol Sectors under the Comprehensive Tactical Infrastructure Maintenance and Repair Program (CTIMR). This project work addresses the maintenance and repair of the tactical infrastructure along Work Area 3 of the Southwest Border. It may also include improvements incidental to the maintenance and repair of existing tactical infrastructure. Maintenance includes work activities that preserve or sustain the ability of an asset to continue to carry out its intended function or preserve its established level of performance. Repairs include work to restore an existing asset to pre-existing condition and level of performance so that it may be effectively utilized for its designated purpose. Improvements include work that encases the mission and functional capabilities of an asset through an addition, expansion, or adaptation.

Key Responsibilities:

  • Works with Site Supervisor to ensure that all budgeting, scheduling, and coordination processes run smoothly

  • Monitor and evaluation project performance tracking actual costs to budget and meeting deadlines

  • Respond to information requests from Government within the scope of the contract

  • Prepare required reports and deliverables

  • Track costs associated with project work to prevent waste or loss

  • Update information in the contractor module of the CTIMR work management system

  • Understand and prepare the information required for the contractor proposed Sector level work plan

  • Understand and prepare summaries, analysis, and reports that reflect updates and changes to the proposed work plans

  • Record daily information input based upon work execution, including ongoing work plan elements, and summarizing any issues or highlighting key events that must be included

  • Analyze actual work execution, compared to the approved plan, highlight variances, and develop an impact analysis that may impact cost estimates, delivery schedule, and potential impacts on quality

  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work.

  • Ensure Routine Work and Urgent Work is completed on time and within budget

Minimum Requirements:

  • U.S. Citizen

  • Five (5) years of construction or similar maintenance experience with working knowledge of engineering management, engineering systems, budgeting

  • Project Controls experience

  • Experience working with a web-based maintenance and project tracking system

Preferred / Desired Qualifications:

  • Previous work experience with similar Customs and Border Patrol projects

  • Ability to work independently

  • Able to understand, speak, read, and write the English language

  • Advanced proficiency with Microsoft Office Suite

  • Proficient using data analytical programs

  • Advanced oral, written, and presentation skills

Clearance Requirements:

  • Ability to obtain and retain a U.S. Security Clearance.

  • Must at a minimum either have or able to obtain a favorable National Agency Check (NAC)

Education Requirements

  • Baccalaureate degree from an accredited College or University

  • In lieu of a bachelors degree, 9+ years of construction or similiar maintenace OR 7+ years of experience and an Associates degree may be utilized
