Job Description

The Instructor (payroll title: Agency Instructor I) will be responsible for instructing and facilitating emergency response training courses in a challenging adult education learning environment. He/She will utilize his/her knowledge of adult learning theories and learning styles to maximize learner success and ensure overall effectiveness of the course instruction. He/she will use a variety of media to present course material. He/she is expected to be a "Subject Matter Expert (SME)" in CBRNE/HazMat emergency response and conduct active marketing of WMD Operations Program. The Instructor will participate in curriculum update activities, when necessary. He/she will assist in scheduling and marketing classes. The Instructor will report to the Training Manager.

Required Qualifications:

  • Associate's Degree from an accredited university or college or an equivalent combination of education and work experience in lieu of degree

  • 10 years' experience in a combination of the following: CBRNE, MCI, response and deterrence, anti-terrorism, and/or counter-terrorism (*Will allow 12 years’ experience with a high school diploma or GED)

  • 1 year of adult education and/or training experience

  • Valid Driver's License

  • Nationally recognized (IFSAC or Pro Board) certification in Hazardous Materials First Responder: Operations

Other Requirements:

  • U.S. Passport within 180 days of employment

Preferred Qualifications:

  • Experience in hazardous materials response and mitigation

  • Experience in air monitoring and sampling in hazardous materials response

  • Experience in WMD operations and training, emergency response planning and operations, or emergency management experience

  • Bachelor's Degree from an accredited university or college

  • Nationally recognized (IFSAC or Pro Board) certification in Hazardous Materials First Responder: Technician, Specialist, and Incident Command

Physical Requirements:

Must be in good physical condition consistent with wearing hazardous materials Personal Protective Equipment, including donning and doffing self-contained breathing apparatus (SCBA), standing for extended periods of time and moving objects weighing up to 50lbs. Must be able to travel to and from course locations. Must be able to re-locate to College Station/Bryan. After one year the Instructor may be considered for a telecommuter position.

Knowledge Skills and Abilities:

  • Knowledge of principles and methods for teaching and instructing individuals and groups

  • Knowledge of media production, communication, and dissemination techniques and methods.

  • Skilled in utilizing various learning and active listening strategies

  • Able to orally express and comprehend information and use inductive and deductive reasoning

  • Skilled in written communication

  • Ability to positively interact with emergency response personnel and emergency managers

  • Must be proficient with basic office software and instructional programs


  • This position is security-sensitive.

  • This position may require 50% or more travel.

  • This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.

Essential Duties, Tasks, and Percentages:

Delivers WMD Operations courses as assigned - 55%:

Utilize curriculum, course materials and other equipment to instruct WMD Operations courses. Travels to and from course locations, to include domestic and foreign locations. Delivers the course and course exercises within the scope and intent of the Instructor Guide. Ensures all participants have achieved the terminal objectives of the course. Assist TEEX and other agencies as required as a WMD subject matter expert and instructor.

Develops/updates course materials - 15%:

Actively participates in the updating and revising of a course as a team member in the curriculum processes. Reviews new instructional materials as they become available to determine relevance with current courses. Research and develop WMD course related materials to include lesson plans, outlines, training aids, manuals, and scenarios. Revise and update existing course material as necessary to maintain course relevancy.

Markets and schedules courses - 15%:

Contacts and maintains rapport with assigned States and US Territories' SAA/TPOC and or local point of contact at least semi-annually to market training, provide customer service, and assist in scheduling classes Assists in scheduling an average of three classes per quarter.

Completes required paperwork - 10%:

Submits travel forms to Training Manager within two business days after course completion Submits After Action Reports (AAR) to Training Manager within two business days after course completion Submits MDR by the assigned due date. Maintains course and student documentation for class deliveries. Submits course documentation in a timely manner. Complete any additional required reports by suspense date.

Other items:

Assist in current training staff. Maintains WMD OPS website page on the TEEX/ESTI Portal by updating content and ensuring links work. Reports issues to Training Managers Participates in professional development activities specifically targeted at improving instruction techniques (not subject matter). Maintains required professional credentials. Performs other duties as assigned.

Promotes teamwork within the program:

Follows all dress codes associated with work activity (i.e., travel, workshops, in office, etc.) Actively and positively participates in team meetings and events. Works cooperatively and respectfully with other sections, programs, and divisions within TEEX.
