DescriptionSUMMARY

The purpose of this position is to direct, oversee and coordinate the activities of the Engineering Department; coordinate department activities with related activities of other departments; provide technical and environmental support for the generating station; prepare reports on department activities for management, regulatory agencies; and to perform other duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Directs and coordinates department activities through subordinate managers and supervisors – specifically the Chemical, Train & Limestone, Inspection, Safety & Training, Engineering and Environmental departments

  • Makes recommendations for hiring and promoting employees

  • Directs periodic plant and equipment performance testing

  • Performs equipment inspections to evaluate condition and makes recommendations for repair or replacement

  • Confers with operations and maintenance personnel in troubleshooting process or equipment problems

  • Responsible for all EPA and TCEQ regulations and monitoring for the generating station

  • Reviews Federal and State of Texas proposed and finalized environmental regulations, submits comments as necessary, and proposes compliance strategy

  • Serves as the environmental “Designated Representative” for San Miguel as related to the Clean Air Act Amendments

  • Initiates plant equipment improvements and improvement projects

  • Develops specifications, solicits and evaluates proposals, negotiates and executes contracts, and coordinates generating station related construction, service, and chemical contracts

  • Prepares annual Engineering Department Budget

  • Prepares annual and four year generating station Capital Budget

  • Prepares reports of department activities for Management and the Board of Directors

  • Enforces compliance of department personnel with administrative policies, procedures, safety rules, and governmental regulations

  • Assists in coordinating legal and legislative efforts on issues related to departmental activities

  • Other assigned duties

SUPERVISORY RESPONSIBILITIES

Assigns and reviews work, completes performance reviews, supervises department managerial and supervisory personnel. Makes recommendations for hiring and promoting department employees.

RequirementsREQUIRED EDUCATION/EXPERIENCERequires a Bachelor’s Degree in Engineering with experience in coal fired electric generation, including 4 years of supervisory experience and P.E. certification in the state of Texas

KNOWLEDGE, SKILLS, and ABILITIES

Knowledge of coal fired electric generating systems and environmental controls, construction practices, regulatory agency rules and regulations, and generating station environmental permit requirements. Skilled in effective and confident communication, working with varied personalities, strong reading, reasoning, interpretation, and analytical skills. Ability to operate personal computer, utilize standard word processing and spreadsheet software, perform basic programming, and operate standard office equipment. Ability to interpret data and make decisions based on trends and interpret and enforce contracts. Must possess good negotiating and team-building skills and be able to handle a wide variety of assignments.
