The Human Resources Specialist (Recruitment and Placement) is responsible for all Recruitment, Staffing, and Human Resources Technical Advisory methods for Title 38, Hybrid Title 38, and Title 5 occupations for an assigned block of services. This position is located within the VA North Texas Healthcare System.

Responsibilities

The HR Specialist is responsible for planning, developing and carrying out recruitment, placement and management advisory services within the organization to include simple through complex assignments. Duties and responsibilities include, but are not limited to:

  • Serving as a specialist resolving recruitment and placement issues in support of the organizational mission as a whole;
  • Providing technical advice on recruitment and placement actions covered under Title 5, Title 38 Hybrid, and Title 38 positions;
  • Providing a broad spectrum of technical guidance, expertise and consultative services to senior management, supervisors and employees involving recruitment strategies, incentives, hiring flexibilities, competitive and non-competitive appointments, merit promotion, pay setting, and incentive programs;
  • Communicating effectively with managers, supervisors, and staff utilizing multiple communication methods both orally, electronically and in writing;
  • Researching regulation, policy, and procedures to ensure accurate advice is provided;
  • Resolving difficult and potentially controversial internal and external staffing and placement issues
  • Interpreting simple through complex Title 5 and Title 38 regulations and guidelines for specific cases and daily operations
  • Performing merit promotion and placement actions involving internal and external recruitment actions;
  • Work with managers to develop pre-recruitment activities;
  • Utilizing automated software such as USA Staffing, Web HR and HR Smart while in the performance of daily activities, to ensure all personnel actions and recruitment strategies are properly documented to meet legal and regulatory requirements for processing;
  • Develop job analysis and dual assessments; review applicant qualifications and issue certificates thru USA Staffing and
  • Responding to applicant inquiries and requested correspondence in a timely manner. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: carrying out full range recruitment and placement services; advising senior management officials from assigned services on wide range staffing and recruitment issues; prepare recurring and nonrecurring correspondence; performing clerical administrative work; interpreting laws, regulations, rule and local policies; resolving complaints; using computer based programs to complete recruitment and placement activities OR, * Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree, 2 full years of progressively higher graduate education leading to such a degree, or an LL.B. or J.D. related to the position being filled OR, * Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year masters. You will be rated on the following Competencies for this position:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:The work performed by the incumbent is generally sedentary with intermittent walking, standing, and light lifting of less than 10 pounds. Incumbent will occasionally be required to travel to other facilities within the healthcare system and to other medical facilities/agencies in the local area.
