SUMMARYThis position provides expertise, develops, organizes, directs and/or implements programs regarding fire prevention, protection, suppression, and investigation in the unincorporated areas of the county. This position will also review construction plans, site plans, fire suppression system plans, fire alarm plans, and other fire code required permits for new and existing commercial, public, and residential buildings with four or more occupancies in the unincorporated areas of the county for inspection and compliance with the currently adopted fire code. This position shall also be responsible for state and local code enforcement as may be required or directed by the Commissioners Court.SUPERVISION RECEIVEDWorks under the direct supervision of Commissioners Court.SUPERVISION EXERCISEDSupervises employees within the Fire Marshals office, and any volunteer investigators. Within emergency operations and disasters, will assist to coordinate as directed by the County Judge with all local Volunteer Fire and city Fire Departments. Approves/inspects County Fire codes on all new construction within the unincorporated areas of Bell County.ESSENTIAL DUTIES AND RESPONSIBILITIESTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Duties include the following:Ability to work independently and be self-initiating.Investigates fires and arson according to procedures/requirements as set out in Subchapter B of Chapter 352, Local Government Code and any appropriate county-adopted codes.Support, collaborate and assist with arson investigations by other agencies and entities as may be required to include, but not limited to Bell County law enforcement and fire departments and the Bell County Sheriffs Department.Support, collaborate and assist with code enforcement, inspections, and plan review for the codes currently adopted by Bell County and any applicable state laws.Implement various state laws with regards to inspections of nursing homes, day-care facilities and certain other businesses in relations to fire prevention where applicable in Bell County.Work with the Bell County Health District on the enforcement of state and county health and safety code matters.Coordinate and work with all county and city fire departments and related fire and rescue service agencies and entities to include any and all volunteer fire departments and emergency service districts.Assist and coordinate on behalf of Bell County with any and all state agencies or departments relating to fire, EMS, or code enforcement matters to include, but not limited to the State Fire Marshals Office and the Texas Forest Service.Inform and educate the public, civic clubs, schools, other organizations and local governments regarding fire prevention and investigation.Assist the Emergency Management Coordinator in times of need, as may be directed by the County Judge.Coordinates with the County Purchasing Director and County Auditor to process requisitions, process purchase orders, track invoices, prepare annual budgets, process budget amendments, and recommend payment for supplies, materials, and services required for the operation of the Fire Marshals Office.Assess and monitor the fire threat level for the County, to include making recommendations to the Commissioners Court on burn ban orders.Maintain employee records and training according to state law. (TCOLE and TCFP)Develop and maintain a Policy and Procedure Manual for the Fire Marshals Office.Keep Commissioners Court advised of all matters relating to the job.Attendance is an essential function of the job.Perform other duties as assigned.Note: The duties listed above are intended only as illustrations of the various types of work that may be performed.
