Project

The Department of the Navy (DON), Naval Information Warfare Systems Command

(NAVWAR) Headquarter (HQ), Comptroller Directorate (Code 1.0) is responsible for the core comptroller functions for NAVWAR HQ; Program Executive Office (PEO); Command, Control, Communications, Computers and Intelligence (C4I); PEO-Enterprise Information Systems (EIS); PEO SPACE; Fleet Readiness Directorate (FRD); Joint Tactical Networking Center (JTNC); and NAVWAR Space Field Activity. The Comptroller functions include but are not limited to: managing and administering Travel, Payroll, Vendor Pay, Funds Control, Dormant Accounts Review – Quarterly (DARQ), General Ledger, and Budget Execution

The Senior Budget Analyst supports the Comptroller in the management of Budget Administration and Execution. The function includes but is not limited to: consolidating and submitting budget exhibits, allocating funds, and completing 31 US Code 1301A review (purpose, time, amount).

Responsibilities include but are not limited to:

  • Compiling statistical information from financial data extracted from various financial systems

  • Reporting financial conditions, reconciling financial discrepancies, and providing documentation to support recommended corrective actions

  • Maintaining status and performance metrics

  • Providing support services for the Budget administrative and execution functions

Qualifications

Required

  • Bachelor’s Degree (required) from an accredited College or University.

  • Experience with Financial Management (FM) principles and familiarity with FM terms, such as processes, techniques, policies, regulations and organizational strategic goals.

  • Experience in performing analysis and providing recommendations with limited direction.

  • Experience with Microsoft Office products (MS Word, Excel, Power Point and Access).

  • Must currently have or be able to obtain a Secret Clearance (required)

  • Must be able to commute to San Diego, CA office

Skills/Knowledge – Required

  • Demonstrates knowledge of federal accounting and auditing standards and guidance in relation to: Federal financial statement auditing, Internal controls, Audit liaison, Financial reporting, Financial business process reengineering, Data analytics

Desired

  • Experience with financial management principles and familiarity with financial management terms, processes, techniques, policies, regulations and organizational strategic goals.

  • Experience in processing concurrent tasks.

  • Experience in working with other team members to accomplish large or complex tasks.
