This position is located in the Director's Office under the Public Affairs Program at the Central Texas Veterans Health Care System (CTVHCS), a level 1A complexity health care system, under the direct supervision of the Public Affairs Officer (PAO).

Responsibilities

Must possess a strong ability to communicate effectively both orally and in writing, have strong writing and editing skills according to Associated Press Style, and be familiar with a variety of software applications such as Microsoft Office (Word, PowerPoint, Publisher, Excel, etc.) and Adobe Creative Suite (Photoshop, Illustrator, InDesign, Acrobat, Flash, etc.) and other graphics and electronic publication tools in support of writing and optimizing publication for use in the electronic media environment including social media. The incumbent must also be well-versed in the monitoring and auditing tools that are unique to electronic publications and social media, to include video recording for use in social media. Responsible for coordinating the development and implementation of social media engagement strategies, policies and plans integrated within existing communication campaigns supporting our mission to better serve veterans along with the ove rsite of the CTVHCS Internet, Intranet and SharePoint sites of the southern part of the health care system's catchment area; i.e., Austin, Cedar Park, La Grange, etc. Provides backup coverage to other sites. Other duties include: coordinating new content placement and publishing. Reviews these sites for signs of outdated, inaccurate or inappropriate content or obvious omissions. Coordinates with other departments to keep the sites up-to-date and accurate. Writes and edits appropriate web oriented materials; adds photographs, video and graphics; and edits existing web sites for grammar, readability, continuity, and consistency with VA policy and goals.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 OR GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-8 or 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . Writes and prepares weekly, quarterly, annual and periodic reports for the supervisor dealing with organization operations, programs, and activities for publication in various trade outlets. Writes news releases, feature stories, speeches, information packets, media kits, and fact sheets in regard to the southern part of the health care system's catchment area or other CTVHCS areas as assigned. Produces various graphic materials such as newsletters, flyers, and brochures.

  • Education:Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

LL.B. or J.D., if related

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:Assignments regularly involve extended periods of walking, standing, bending, and stooping to execute logistics for special events or to accompany media crews or other special groups. Incumbent is also required to regularly pick up loads of 15 pounds such as boxes of newspapers and other literature and to push carts of supplies. Most of the work is sedentary in an office setting, however, the incumbent works and circulates throughout the CTVHCS. Travel away from home base may be required for activities, events or special marketing campaigns at any CTVHCS location or community collaboration in support of CTVHCS mission, goals and strategic planning opportunities and within the VISN.
