Summary This position is with FHWA, Texas Federal-aid Division & provides program management & analysis for developing & implementing Division data tracking mechanisms & performance measures for managing programs, projects, & processes to improve quality, add value, & meet the agency's strategic goals & objectives. This includes assisting in various program management activities, preparing measures, risk management, program analyses, & tracking systems for unit planning, data management, & reporting. Responsibilities As a Program Management Analyst, you will: Assess efficiency and effectiveness of Division operations and overall productivity and develops a variety of recommendations or options for consideration by management. Support the improvement of program quality through the application of analysis and performance assessments and evaluations that support risk-based stewardship and oversight of the FAHP, including the collection, monitoring and analysis of Stewardship and Oversight Indicators, Division Key Program Indicators, Project of Interest and Compliance Assessment Program (CAP) data. Lead the development efforts for the annual Division Risk Assessment which addresses the critical components of the Federal-aid program. Assist with the evaluation of those risks to ensure there are strategies to address the high-risk areas. Collect and analyze relevant data and provide status reports showing the effectiveness in delivering the Federal-aid Highway Program and provide recommendations for improvements and adjustments. Develop and facilitate the development of performance measures to assess agency performance in critical program areas in coordination with Division staff and State or other partners. Assist with tracking, measuring, and analyzing results and the development of recommendations. The ideal candidate is a motivated individual with experience in program management, with excellent organizational skills to effectively plan and manage programs as well as experience in program or process reviews, Power BI, performance planning, management, and risk assessments. The candidate must have excellent communication skills with experience conveying ideas and concepts in meetings, discussions, and in written briefings. This position provides technical assistance to program managers and senior staff, briefings to FHWA leadership, and partner opportunities with other modes and agencies. Or onEducation,you must have at least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify with a combination of graduate education and experience as noted above. This must be fully supported by your resume and transcripts. For theGS-11: OnExperience,you must have at least one year of experience, equal or equivalent to the GS-09 grade level,which included: Experience collecting and managing data. Experience processing, consolidating, and validating data and other information for reporting purposes; AND Experience evaluating a variety of sources such as regulations, policies, and/or directives to make program recommendations. Or onEducation,you must have at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify with a combinationof higher level graduate education and experience as noted above. This must be fully supported by your resume and transcripts. For theGS-12: OnExperience,you must have at least one year of experience, equal or equivalent to the GS-11 grade level,which included: Experience collecting and managing data. Experience processing, consolidating, and validating data and other information for reporting purposes; AND Experience evaluating a variety of sources such as regulations, policies, and/or directives to make program recommendations: AND Experience participating in program or process reviews and coordinating resulting procedural changes. You cannot substitute education at this level, you must have experience.
