Environmental Planner/Project Manager - Transmission Lines

POWER Engineers, Inc. – Central Environmental Region is currently seeking an Environmental Project Manager in one of our southcentral offices (Houston or Austin, Texas) to manage environmental siting/permitting and planning for large and small energy projects. The successful candidate will have demonstrated southcentral expertise in environmental planning and analysis, State (including CEQA) and NEPA compliance, public involvement, technical writing, project management, business development in one or more of the following areas: electric transmission lines, renewable power generation facilities, and/or gas pipelines. Extensive knowledge and demonstrated expertise in federal and state environmental policy and regulation is required.

Roles and ResponsibilitiesResponsibilities include coordinating project team work and deliverables, monitoring schedule and budget, business development, and interfacing with internal Project Managers/Staff and clients. Other responsibilities include but may not be limited to:

  • Project Manager of energy related projects

  • Manage multiple projects at various stages, disciplines, and locations

  • Lead project teams for key clients

  • Interface with internal and external project managers/staff, clients, and sub-contractors

  • Coordinate with federal, state and local agencies for project permitting

  • Client coordination including project scope, budget, schedule, and forecasting

  • Business development and proposal writing

  • Ability to attend and participate in open house and public meeting environments

  • Travel up to 25% of time for client and marketing meetings

  • Review and submit environmental planning and analysis documents to clients

Required Education/Experience

  • BS degree in Landscape Architecture, Environmental Planning, Environmental Science, Engineering, or related degree

  • Seven (7) + years of experience coordinating or managing environmental permitting and planning for energy related projects

  • Must have recent experience siting and routing transmission lines in Texas, Oklahoma, Arkansas, Louisiana and Mississippi

  • Must have skills in environmental planning and analysis, regulatory compliance, public involvement, technical writing, and project management

  • Must have working knowledge and demonstrated experience in federal and state environmental policy and regulation is required

  • Must have strong communication skills with clients; defining and understanding client requirement’s, managing expectations, communicating with project staff, and department management

  • Interest in generation of business development leads, written proposals and presentations, and project work capture

    Desired Education/Experience

  • BS/MS in Environmental Planning, Environmental Science, or related degree, or

  • Experience in one or more of the following areas will be a plus: electric transmission lines, substations, fiber optic lines, renewable power generation facilities, and/or natural gas pipelines

  • Experience in proposal writing and presentations a plus
