Raba-Kistner Project Engineer, Forensic Services in San Antonio, Texas

The Project Engineer’s primary responsibility will be to perform forensic engineering investigations and studies in a timely and accurate manner within the specified budget. Forensic engineering is the application of engineering principles to the investigation of failures or other performance problems. Failures may be catastrophic or include facilities or parts of facilities that do not perform as intended by the owner, design professional, or constructor. Responsibilities will include engineering observation at existing building sites, oversight of subcontractors for field services, classification of material samples, assignments of laboratory testing, interpretation of engineering data, performing engineering analyses and the preparation of written engineering reports. In addition, managing assigned projects and participating in assigned marketing responsibilities will be required. The Project Engineer must also possess good communication and interpersonal skills in dealing with building occupants, fellow Raba Kistner employees, clients and the general public.

Secondary responsibilities will involve supporting the Geotechnical Engineering and Construction Materials Testing staff on projects, as needed.

TECHNICAL:

  • Serves as a Project Engineer on forensic engineering projects from project initiation to project close out completing projects and reports in a timely and accurate manner within the specified budget

  • Perform field investigations to identify clues and potential sequence of events that could lead to failure and/or performance problems

  • Determine possible destructive and non-destructive testing necessary to assist investigations

  • Determine project scope of work and estimated costs as required

  • Performs engineering observations (at “forensic work sites”) and directs subcontractors and design consultants as required

  • Research historical project documentation, codes, standards, and past analyses for various construction materials, products, and systems

  • Perform destructive and non-destructive field testing to supplement investigations

  • Performs construction observation services in the field on construction sites as needed

  • Prepares engineering reports from project data and field observation notes

  • Prepares laboratory testing assignments for field samples in accordance with the testing program established in the proposal

  • Dictates, details, and photographs findings of field observations

  • Conducts engineering analysis of field data and laboratory test results supporting the preparation of report data

  • Participates in report preparation as required to satisfy client’s needs

  • Assist in preparing preliminary construction budgets and schedules

  • Assist in preparing “Requests for Proposals” for construction work on behalf of clients

  • Through personal professional development and working with senior staff, develops a working understanding of applicable standards, specifications, and engineering practices to develop competence to review assigned engineering reports and construction documents

  • Performs field observation services in support of the Geotechnical Engineering studies and Construction Materials Engineering and Testing Section, as required

  • Understand, adhere and participate in the Raba Kistner Health and Safety and Behavior Based Safety Programs and set a good safety example

  • Other duties assigned by Direct Report

FINANCIAL:

  • Review for approval prebilling invoices and prepare final invoicing as required

  • Contacts and follows up with Clients on invoicing and status of payment

  • Within a three month period, achieves average billing level of not less than 80 percent

MARKETING:

  • Participate in development and implementation of corporate marketing plans

  • Serve as a “Sales Representative” while working with clients and professional organizationsDevelop relationships and client network while positioning Raba Kistner for contract opportunities

LEGAL:

  • Notifies Direct Report and Chief Operating Officer (COO) of all potential disputes that may lead to legal claims or litigation

  • Supports Chief Operating Officer (COO), as requested, to settle disputes or defend against litigation

  • Possess Professional Engineer’s license and/or be a registered Architect in the State of Texas

Requires a minimum of 8 years of intimate experience and/or background in one or more of the following areas:

  • Forensic Engineering

  • Structural Engineering

  • Engineering research, university

  • Building or Property Condition Surveys

  • Mechanical Engineering

  • Electrical Engineering

The following qualifications are not required but desirable:

  • Qualified concrete petrographer

  • ASTM Certified testing qualifications

  • Extensive research work with specific focus on particular materials or systems

  • Expert witness experience

  • Masters or PhD in Engineering

  • High competency in reviewing and understanding design documentation

  • Good oral communication skills to effectively interact with clients and staff successfully. Clarity and understanding skills are a high priority to mitigate costly and time-consuming misunderstandings

  • Good written communication skills for preparing proposals, reports, and other engineering documents

  • Good negotiating, supervisory, and leadership skills combined with ability to delegate

  • Presents a professional appearance to best represent the company

  • Good organizational skills to utilize company resources efficiently and effectively

  • Impeccable integrity, passion to learn and improve, attention to detail, disciplined time management, strong work ethic, and ability to think methodically to design, plan, and manage projects

  • Possess valid Texas driver’s license and meet company’s auto insurability requirements

  • Heavy lifting and carrying (45+lbs) of tools and equipment

  • Walking, standing, crawling, kneeling, climbing, and repeated bending as needed while working on sites

  • Distinguish colors and shades of color for identification and analysis

  • Ability to comply with all attendance requirements as noted in most current edition of Corporate Policy Manual

  • Ability to drive company vehicle, manage and complete all assigned jobs, efficiently and on time.

WORKING CONDITIONS:

  • Works in a normal office environment as well as outside which is subject to varying weather conditions

  • Potential exposure to movement of heavy equipment on construction sites and hazards of dangerous chemical/solvents exposure that may require proper safety procedures be followed

  • Potential for exposure to noise, dust, fumes, grease and oils, radiant and electrical energy, and equipment vibration

  • May work on ladders and in confined spaces

  • May work protracted or irregular hours

  • Ability to travel to project sites and maneuver over rough and uneven terrain

  • Work related responsibilities require travel out of town to Raba Kistner offices, client offices, and project locations

  • May work in areas requiring Personal Protective Equipment (PPE) as required by Raba Kistner policies and client requirements.

Must pass a drug test prior to employment and will be subject to post-accident, random, and reasonable cause testing during employment.
